15th ANNUAL SPRING CLEAN UP AND BBQ SATURDAY MAY 28TH

(RAIN DATE SATURDAY JUNE 4th).

 

Saturday May 28th we will be holding our 15th annual spring clean up and BBQ.

This is an official “Take Pride Winnipeg” Event and a very popular day!

As is the custom we will be handing out garbage bags and assigning areas to be

cleaned commencing at 9:30 AM at the mall parking lot. There is an estimated

6000 people living in Island Lakes and if everyone helped just a little bit we could

really make our community the cleanest in Winnipeg.   Pass along your community spirit to our younger generation and encourage them participate as well.   The BBQ will be held following the clean-up at 11:30 a.m. at Island Shore Park.

 

Dave Bilyk, for the second year in a row, is organizing this event and can be

contacted at 253 1082 should you have any questions. Brian Monkman our current

 past chair can be contacted at 256 9315 should you have specific areas that require

cleaning. If you plan to clean up an area without first reporting to the mall, please

call Brian, to let him know so we don’t assign someone to this area.

 

As has been the tradition once again there will be the three-legged races, balloon

 toss, smoosh races, candy scramble along with the Khartum Klowns, police dept.,

and fire department, unless they are extremely busy with calls.   Qualico, again this

year will be providing their excellent Party Q BBQ. Royal Bank Southdale is again

 our major sponsor and have kindly offered to be our chefs. We also have a few

well-known local celebrities who have also volunteered their services to assist with

 the barbecuing. Namely our MP, Raymond Simard, Our MLA, Jack Reimer, and

 our Councilor Franco Magnifico.

 

We invite all residents to come out and enjoy our community, meet your neighbours,

and the Island Lakes Residents Group board of directors. 

 

 

CHAIRMAN’S MESSAGE

Where does the time go when you are having fun???!!! One whole year has flown by

since our last newsletter. We hope you will enjoy reading our 34th edition. Since 1990,

 your ILRG has been working diligently making our community the best in Winnipeg.

 Many residents have spent 1000’s of hours of their own personal time working for the betterment of your community.  The board is very proud of all their accomplishments,

many of which litterally go unnoticed.  We encourage everyone to read this newsletter

 in its entirety, completing the crossword puzzle and many of our successes will become evident. Thanks to Rachelle Moore for creating the puzzle. We are publishing the

 answers in this letter so be sure not look at them until you have completed the puzzle!!!

many more of our successes.  There are too many to include in each and every copy

 of the newsletter. We encourage all of our residents to purchase a $10.00 membership.

Our developer Novamet has been busy, adding new streets opposite the school and new homes have been going up quickly. Welcome to our new residents and we trust you

will enjoy your new home and community along with our newsletter. At press time

 there are aprox 175 lots left for development. It is hard to believe that the first

 homes in Island Lakes were built during the summer of 1985 and we are nearing

completion in 2005!!!

ANNUAL MEETING

Under the terms of our ILRG Constitution, we are required to have an Annual General Meeting following our year-end of Sept 30th, each year.  On the date of Oct 25/04 

we held our annual meeting at the Island Lakes Community School this time in the gymnasium as the community room was being utilized.

 

Approx. 60 residents and board members were in attendance. Unfortunately for the

 first time ever our MLA Jack Reimer was not able to attend due to prior commitments

Our new Councilor Mr. Franco Magnifico was in attendance along with his

administrative assistant Cosette Dorge.

 

Chairpersons gave their annual reports, which included highlights of their activities

over the past 12 months.  Some of those included:

 

*14th Annual Spring Clean Up and BBQ along with our 7th Annual community –

wide Garage Sale.   

·        5th Annual Adopt-A- Pot program

·        11th year for the Green Team

Last but not least on the agenda was our annual election of officers.  This past year

 both Jim Hoey and Larry Officer decided not to stand for re-election.  Jim is a

founding member of the ILRG and the chair of Waterworks since inception in 1990.

We were very sorry to see Jim move on and thank him for his outstanding contribution

the ILRG.

Brenda Bracken-Warwick very graciously accepted the nomination as Chair of Waterworks.

 

Larry Officer, our chair of Parks and Recreation, was also a long-standing member

of our board. Thanks Larry for your invaluable contribution.

 

Brent Stevenson volunteered to step in as Chair of Parks and Rec.  Thanks Brent and welcome!

 

Please make a point of coming to the next annual meeting. Watch for details

in early October. This is a great way to learn what is going on in your own

 back yard and a great time to say thanks to the volunteers who work tirelessly on your

behalf to build a better community for all of us to live in and be proud to call home.

Our accomplishments over the years have been well documented and are a testament

to the community we live in and raise our families.  Without the ILRG we would not

have the best playgrounds, playing fields, and enhancements to our parks.

Thanks again to all the many residents over the years who have served on the board.

 

MEMBERSHIPS

Each and every year we have a membership drive to raise funds for our group to assist with our operating costs.  These costs include printing of this newsletter which continues to grow along with our community, coupled with any new projects your board decide to initiate, i.e.  development of our parks, planting of trees, flower pots etc.  Do you ever wonder when you are at the parks, with your children, where all the enhancements such as lighting, play structures, benches, walkways etc came from? The play structure in Waterfront Park was in excess of $35,000 back in 1994.!!! They only became reality with the efforts of your ILRG.  If your family is a user of these facilities and enjoy our newsletter, please make sure you pay your membership each and every year in order that we can continue working for  further enhancements. All the funds raised from your memberships stay right here in our community for the benefit of all.

 

As an incentive to increase our memberships last year, we offered a draw for two tickets on WestJet to anywhere in Canada.  These tickets were generously donated to our group and long time residents of Island Lakes, Mr and Mrs Chuck Kopang, were the lucky winners. 

 

We did manage to increase our paid up membership to 382 up from the previous year of 232 and slightly over our previous all time high of 318 in 2001. We currently have 39 memberships collected. There are over 2100 occupied homes in Island Lakes. We are interested in hearing your ideas to help us increase our membership and even perhaps why so many are reluctant to become a member. It is only $10.oo a year for a very worthwhile investment in your own community. It is also a great way to say thanks to your volunteer board members who contribute thousands of hours of their personal time to our community.

 

This year our new Co- Chair, Rachelle Moore, has taken on the task of heading up our annual membership drive and she is determined to exceed her goal of 50% of the homes, which would be in excess of a 1000 paid up memberships. $10,000 annually would allow us to complete several enhancements to our community such as lighting in Lindsey Wilson Park, to compliment and extend our lighted walking paths. Each lamp standard costs aprox. $3000 in addition to a separate hydro hook up and meter which is estimated to cost in excess of 5000.  Lighting for Lindsey Wilson Park alone is estimated to be almost $100,000. The sooner we increase our memberships the sooner we can make this a reality.

 

Memberships will be available at the clean – up.

BLOCK CAPTAINS

Your ILRG maintains a block captain system for our community.  The spirit of this initiative is to have a block captain on every street. The duties include representing the residents of the street or portion of, promoting awareness of the ILRG, accomplishments, activities, projects, to their neighbours, provide feedback from residents, delivering of the ILRG newsletters, in addition to assisting with the membership drive on your street.  If you are too busy to be on the board of directors this is a great way to volunteer a few hours a year.

We currently require block captains for the following streets: portion of Blvd de la Seigneurie, Captains Way, De Caigny Cove, Dockside Way, Ebb N’ Tide, Evelyn  Reese Blvd, Georges Druwe Cresent, portions of Island Shore Blvd, Land’s End Cove, Place Legace, Place Marcoux, Smugglers.

 

Thanks to all the block captains for their contribution over the years.

 

NEW HOME CONSTRUCTION

Our community is nearing its final phase of new home construction.  In 2004 there were 138 building permits for single-family homes issued. From January to March 31, 2005 – 14 permits have been issued.  Novamet confirms there were several permits issued that will most likely be included in April stats. However April’s stats were not available at press time.

Our developer Novamet/Qualico are currently in the process of preparing for streets etc. for an additional 125 lots at the end of Blvd de La Seigneurie which is the last piece of undeveloped land in Island Lakes. These should be ready for building by this fall.  Currently there is aprox. 50 lots to be released to builders in the Pamela Road area.

 

Last May we delivered 1975 newsletters to each occupied home in Island Lakes. Since that time we are estimating there are now aprox. 2100 homes in Island Lakes. 

 

Welcome to all our new neighbours who have bought homes in Island Lakes, the best community in Winnipeg.

 

MALL NEWS

Construction of the 12,000 sq. ft. addition was completed last summer with the fence and landscaping being completed. The additional businesses and expansion of others are a real bonus for our community offering great services.

 

The newest business in the mall is Nina’s Restaurant - Chinese/Vietnamese Dine In or Take out. Phone # 256-6585. All reports are the food is great!!!!  We welcome them to our community.

DEVELOPER NEWS

As at Oct 31, 2004, the Louis Riel School Division, gave up the option on the land between Island Lakes Community School and Henry Dormer Drive.  Louis Riel School Division held an option on the property for 5 years and last fall the decision was made to release the land.

 

Randall Homes is now in the process of applying for permits to construct a condo site known as Copperstone Estates. There will be a mixture of 40 luxury condos in a combination of bungalows and 2 storey styles, with 2 units in each building. There were 2 open houses hosted by Qualico/Novamet and Randall Homes during February and March, in our Community Room, to advise the community of the project and to display conceptual drawings etc. Both evenings were reasonably well attended with some concern expressed by adjacent neighbours in regards to obstructing their present view.   This land was always designated a school site, similar to the other 3 sites in Island Lakes, that were designated school sites. Once the St Boniface School Division passed on their option the land was utilized to build additional homes and a condo site. This land is much too valuable for the developers to leave as open green space and the City of Winnipeg was not interested in turning it into additional park area.  We are very fortunate in Island Lakes to have as much green space as we have.  Island Lakes is considered to have the most open green space of any development/community in the City of Winnipeg.

FLOWER POTS

Last year our flowerpots, along the major streets and our walkways in Island Lakes were outstanding.  Thanks to the many residents who adopted the pots and took care of them. We are likely the only development in the City of Winnipeg that has such an extensive network of Flower Pots.  We have approx. 100 pots throughout our community.  Each and every year we are fortunate to receive $500. from our developer which we put towards purchasing additional pots.  Last year we purchased 6 new pots, which cost in excess of 700.00.  We plan on purchasing 5 additional pots this spring.  Our vision is to place the pots on the major streets and leave the residential streets to the homeowners should they wish to purchase.  We encourage residents to get together and should they wish to purchase a pot they can contact Lindsey Wilson @ 254-6391 or 988-4490 and we will include in our spring order and pass along the great pricing.

 

This will be our 6th year of the Adopt A Pot Program and our new Parks and Recreation Chair Brent Stevenson will be managing the program.  He can be contacted at 261 8704.  We ask that residents living closest to the pots consider adopting. We ask that the volunteers purchase the flowers at their own expense or share with neighbour’s, plant by June 1st or thereabouts, water, fertilize maintain thru out the growing season, and clean the pot at the end of the season. The types of flowers, colours etc are left up to the adoptee as a good variety enhances our community.  We assume from year to year that if you planted and maintained a pot last year, you will continue to do so. Should you wish to retire or are moving, please pass the torch to a new volunteer/neighbour and contact Brent. He will record the changes on our master list. Should you wonder who is looking after a pot or if a pot is not adopted, please contact Brent.

 

GARAGE SALE

The 7th Annual Garage Sale held on Sept. 11/04 was an outstanding success from all reports. This event continues to be a well-known garage sale that people from all over Winnipeg including rural communities mark their calendar and plan to attend.

 

This year’s garage sale will be held on Saturday Sept. 10, 2005 from 9:00 – 4:00.  Mark your calendar and plan to participate.  We recommend that you hold off having a garage sale until this date and you will be guaranteed to have lots of shoppers.  Your ILRG organizes this event and takes care of the advertising etc!!!  All we ask is that participants make sure their Annual Membership of only $10.00 is paid to participate.  Advertising alone will cost you that much.

LAKES

Last summer our lakes were covered in Algae.  This is a natural occurrence and its growth is promoted by the fertilizers both from the Geese and from residents fertilizing their lawns in our community as heavy rain runoff carries the fertilizer into the storm sewers, which drain, into our Lakes.  City of Winnipeg controls the algae by spraying and last year the lakes were sprayed twice.

 

 

NEIGHBOURHOOD WATCH

Neighbours watching out for neighbours.  The most important thing is to be involved. Crime Prevention is everyone’s responsibility and the safest communities are those where the residents are committed to crime prevention and the Neighbourhood Watch Program. Someone on your street must be designated as a block captain and 66% of the households on the block must have at least one resident attend a Neighbourhood Watch New Members Meeting.  Remember: Without Volunteers – this program does not work. Get involved!!!

 

Crime prevention starts at home and there are many precautions a homeowner can take to prevent break- ins or vandalism.  Don’t leave your garage door opener in your vehicle even if parked on your own driveway.  Advise neighbours when you are going to be away for any length of time and where you can be contacted should there be a problem. Lock your doors even if you are at home especially if you are in the back yard. Well-lit homes both inside and out are deterrents for not picking your home as a target for break ins.

We are considering organizing a Citizens on Patrol Group to monitor our development.  This has been under consideration for some time now and if you are interested in volunteering or finding out more particulars please contact Brian at 256 9315.

 

Getting to Know your Neighbour

 

Ever wondered who the new people are that moved in next door?  Do they have children?

What ages? Are they retired? Are they new to Winnipeg? Island Lakes is proud to be community full

 of diverse groups of ethnicity, culture and tradition.  Often we are so busy with our own lives, we don’t have the time to meet each person around us.

 

Knowing your neighbour is more valuable than you think.  Here are just a few ways to “Getting

to know your Neighbour”

 

Have a block party or summer BBQ, be a hostess for a large array of home parties and invite Neighbours only, have a come and go tea, put out a fire pit on your driveway one evening and invite Neighbours throughout the day.  Join the Neighbourhood Watch Team, offer to help our your block captain to deliver newsletters to each house and introduce yourself. Offer to help

 them shovel their driveway or cut their lawn. Remember that a smile and a simple hello goes

a long way!

STREETS 

Our Streets and Transportation chairs Messers Terry Gallinger 989-6900 or Keith Dumontet

257 9403 continue to monitor our streets and sidewalks for areas of concern that require

 repair and or plowing during the winter season.  This past winter we were very disappointed

in how the streets were cleared and this has been brought to the attention of our Councillor

 and the District Engineer responsible. These discussions will be ongoing

and we are hopeful for an improvement next year.  We remind all residents that there is a

 by law in place restricting residents from shovelling their snow onto the street. 

 

Please contact either Terry or Keith should you have a sidewalk and or street, which require attention. 

 

SPEED WATCH REPORT

We continued to hear concerns about the speed of traffic in Island Lakes. We caution everyone

to drive the speed limit, which is 50 kms!!!

 

We participated in the MPIC Speed Watch Program and for 3 weeks last October early

November our Past Chairman Brian Monkman volunteered approx. 40 hours of his time

manning the radar equipment.  Results were very alarming with 71% of the traffic

going faster than the 50 kms speed limit; 17% were going faster than 60, 82 vehicles

were between 71 – 80 kms., 5 vehicles were over 81kms and the top speed was 105! These

results have been submitted to MPIC and they will be analyzing and passing along to the

City of Winnipeg Police Traffic division for their review as well.  We have noticed a heavier presence of radar as well as monitoring of traffic at stop signs.

 

Thanks Brian for your dedication to this project.

 

City of Winnipeg has also conducted a recent traffic survey, which includes pedestrian

counts at certain intersections, number of vehicles including their speed. Results, are not yet available. Their recommendations could include additional stop signs along our major streets.

 

STREET NAMES

In our last edition of our newsletter we included an extensive history of the street names in our community.  We received thumbs up from our readers for this information.  If you did not keep your newsletter it is available on our web site at www.islandlakes.org for your reference.  Should you not have access to the Internet and would like a copy of our last edition of the newsletter please contact Lindsey Wilson @ 254-6391. There are a limited number of copies available. Our apologies to our readers and to the family of Myles Robinson, for omitting the street name.

 

Myles Robinson was the owner of Metropolitan Properties who purchased the land from Henry Dormer many years prior to Island Lakes becoming reality in the fall of 1985.

  

 

STREET LIGHTS

When you notice a street light either out, take action and contact Manitoba Hydro @

474-4990. This will ensure the lights are repaired promptly.

 

RECYCLING AND LITTER

Wayward recycling continues to litter our community, as some our residents neglect to ensure that their recycling is well packed with the heavier items on top, to prevent some of the papers etc from escaping form the boxes.  We ask all residents to be diligent about this and we will have a much cleaner community. Also we once again recommend that you write your street address on your blue box with permanent marker to ensure that it is returned to the correct address. Several are seen blowing down the street on a windy day after they have been emptied. Let’s have pride in our community and reduce litter.

 

Another area of concern is the amount of fast food wrappers, slushy containers; drink bottles, etc littered thru out the development along sidewalks, walkways, and in our parks and green spaces. We have several garbage containers for this purpose and encourage everyone to use rather then just dropping along the sidewalks etc.

Also a reminder to dog owners that when they are walking their dogs to not only pick up after their dog, but to double bag prior to throwing in a garbage can.  This is a City recommendation if not a by law. Also we would encourage dog owners to dispose of their bags in their home garbage rather then putting in the garbage containers. Reason for this is that all the garbage containers in Island Lakes are not emptied on a regular basis.

 

GREEN TEAM

Last year was the 11th consecutive year we participated in the Green Team program. The position was ably filled by Samantha Stupak who did a commendable job keeping our parks clean, painting benches, planting and watering flowers etc. Congratulations Samantha on a job well done!!! Samantha and her family have since moved to Alberta. We wish Samantha and her family well in their new home.

 

This year we have teamed up with the Bishop Grandin Greenway Project and have been successful in having four positions approved. The Green Team will be sharing time between the Greenway and Island Lakes.  We are confident this is plus for both parties and we will benefit by having more maintenance completed. Watch for the Green Team employees working in our parks, green spaces, and shoreline etc this summer commencing shortly and be sure and thank them for their efforts.   We are currently looking for applicants and should you be a student and between the ages of 16 and 24 please contact Charles Mrena @ 981 1816and make arrangements to provide your resume to Charles as soon as possible. Also Charles is your contact person for any questions you may have. Employment depending on applicants’ availability will be able to start as soon as possible. High School students should they be successful applicants would not start until school is finished.

 

Thanks to Charles for his idea of combing the 2 Green Teams, successfully completing the application, and volunteering to supervise the workers thru out the summer.  This initiative would not be possible without Charles or someone volunteering to be a supervisor.

  

 “Did You Know?”

 

The following information is not intended to offend anyone or point fingers but to give

 everyone a heads up and make our community a nicer place to live.

 

Sump Pump discharge continues to be a huge area of concern for our community.  The City

 of Winnipeg By-Law is quite clear in that no discharge pipes are to be placed in such a fashion that the water is discharging onto the street, sidewalk, and or your neighbours’ property.  We

ask

 your co-operation in doing a visual inspection of your sump pump discharge and ensure it is not doing any of the above.  If it is please correct it.  There are numerous infractions of this by law in our development.  We are aware that several properties have been inspected and notice given to homeowners. Residents who live on corner lots have been in the past granted written  permission by the City of Winnipeg to drain their sump pumps into their household sewer systems. Please visit our ILRG website and utilize the City of Winnipeg link to access the above information or contact the Water and Waste Dept. at 986-5858 for assistance and or additional information.

 

Another City of Winnipeg By- Law prohibits the storage of “ out of season recreational vehicles” on driveways and or along the side of your home. Also there is to be only 1 additional vehicle parked on your driveway per garage stall, single garage allow only 1 vehicle, double garage 2 vehicles, triple garage 3 vehicles. This does not apply to temporary visitors. Please visit the ILRG web site for the link to the City of Winnipeg by – laws.

 

For information or advice on weed control, identification of weeds, use of herbicides, or to

register weed concerns, citizens may call the Public Works, Customer Service Centre at

986-7623. It is the responsibility of property owners to destroy weeds as often as necessary to prevent growth, scattering, and ripening of weeds and weed seeds on all land within the

City of Winnipeg.

 

Refuse containers along the major streets in Island Lakes are scheduled to be emptied by

City of Winnipeg on Garbage Day 1, one day after our Garbage Day 5. Quite regularly the containers are missed.  Should you notice them overflowing please contact City of Wpg at 986-5858. We recommend that someone living close to these containers watch them and if they are

not emptied to call immediately.  Please do not leave for someone else to phone. Take action.

 

The Parks and Recreation staff on a regular basis empty refuse containers along the walkways

and in the parks during the months of May thru to October. If during the off-season you notice that they are requiring emptying please call Public Works at 986-7623.

 

There is also a by-law that prevents the shovelling of snow from your property onto the street.

This was somewhat of a concern this winter as the streets were not ploughed very well and in

the spring ruts caused by this were very evident and hard on vehicles.

 

There is a by law that requires new homes to have their front yard sodded, as well as

driveway approach completed with concrete or interlocking brick surface within 12 months of

possession.

 

 

When constructing a new deck or fence, please refer to our web site, which provides a link

 to the City building codes etc. Of particular interest should be restrictions governing distance your deck can be to the property line and to what height it can be built.

 

City of Winnipeg by-laws state that owners of properties which are adjacent to a boulevard

are responsible for the mowing the boulevard.  Owners who do not mow these boulevards will receive a notice from the City and non-compliance will result in a charge being added to annual property taxes.

 

Rocks along the lakes are for the protection of our shores and to prevent erosion.  Please refrain from throwing the stones/rocks into the lake, as they will never be replaced. 

 

The Community Room at the Island Lakes Community School was paid for with a grant of $400,000 from the City of Winnipeg, which also included a larger gym in order to facilitate adult recreational use. Your ILRG made a presentation to City of Winnipeg Community Committee as we felt that our community required a meeting place for community activities. Since the school opened both the Community Room and the gym have been extensively utilized with activities organized through the City of Winnipeg Parks and Recreational programs.  In the 2003 school year the Community Room was temporally utilized by the School Division to provide additional classroom space on an exception one-time basis only to assist the School Division, by giving them additional time to plan for the ever-increasing enrolment of students. 

 

 

WATERFRONT PARK

Recently one of the slides was vandalized and it has been removed by the City of Winnipeg.

It has yet to be determined whether it will be replaced or not.

 

Black knot disease has infected the Schubert Chokecherry Trees in this park.  Last summer we were successful in having the City prune away the fungus.  This disease will eventually kill the tree and the pruning will extend the life. This summer the City will be planting approx. 6 ornamental apple trees to replace these trees.

 

Parking is always a contentious issue in the area of this park when there are soccer games in progress.  We would like to remind drivers that there is no parking in the back lane at any time.  If one does park there it restricts homeowners along Desjardins from getting out of their driveways and or garages.  Please be respectful of this.  For information purposes the only parking that is available is in the gravel area provided, which is adjacent to the back lane of Desjardins.  This parking is for the use of the park users only and this parking area is only to be used from 7:00 AM until 10:00 PM daily.  Any vehicle parked here outside of those hours can be ticketed.   

 

 

LINDSEY WILSON PARK

 

On Sept. 28th  (last fall) 115 containerized PFRA native trees and shrubs were planted in the naturalized area closest to Island Shore Blvd. Species planted included 25 dogwoods, 25 green ash, and 55 Manitoba Maple.  The planting was a joint effort between City Parks and City Naturalist Services Branch.  These sites are now identified as City Naturalist Sites and will receive ongoing input from this department. 

 

There are plans to plant additional trees and shrubs in the other naturalized areas in this park. We are hopeful that this could either be this spring and or fall.

 

You may have noticed these areas were mowed last summer and this was an ongoing maintenance program that must be done every 5 to 10 years to promote growth. The unfortunate part of this was that several of our previously planted shrubs were mowed down as they were not staked and or easily seen.  Therefore the additional planting took place. 

  

WALKWAY LIGHTS

Should you notice these lights are out, malfunctioning, or requiring maintenance please contact Public Works at 986 –7623 to have them fixed.

Our website continues to be popular and just recently had an e-mail from British Columbia, inquiring about our community, as they were considering purchasing a home in Island Lakes.

We continue to include advertising in our newsletter, not only to offset our printing costs but

also to assist businesses and or services spread the word. You must be a resident of Island

Lakes or a business located in our mall and be a current paid up member.  Artwork must be supplied.

Advertising costs remain at $200. for a full page, $100.00 for a ½ page. $75 for a 1/3 page,

$50. for ¼ page, and $25. for a business card size ad.

 

This is a very inexpensive way to promote your services and or business, as every household

 in Island Lakes receives a copy of this letter, which at this time is approx 2100 occupied homes.
