Chairman’s Message

It seems almost like yesterday (August of 1990) our then councilor Evelyn Reese organized a town hall meeting for Island Lakes Residents to answer the numerous concerns we had about our development.  Island Lakes was considerably smaller than it is today and there were approximately 300 residents in attendance!!!  That evening was the humble beginnings of the ILRG. I feel honoured to be a founding member of this dedicated group of volunteers. Both past and present members of the board must all be congratulated and thanked for their dedication.

We have accomplished a multitude of successes over the years which are quite evident in the best community / subdivision in this Great City of Winnipeg.  However, there are other successes that are not always apparent to the residents. As you continue to read our newsletter you will discover those successes and accomplishments……I am very proud to tell everyone I live in Island Lakes and that they should consider becoming a resident. More important is becoming an annual paid up member.  We can accomplish so much more with a small donation on your part on an annual basis. With upwards of 1875 homes occupied, if every household was a member on an annual basis, the possibilities of future enhancements to our development would be almost limitless!

I encourage residents to contact us with their ideas about how we can enhance our already beautiful community. We are very fortunate to have our own excellent web site that you can visit at www.islandlakes.org and learn more about Island Lakes along with links that you will find most useful.

14th Annual Spring Clean up and BBQ Saturday May 29th

 (rain date Sat. June 5th)

 

Let’s have the cleanest community in Winnipeg!! This is an official “Take Pride Winnipeg” event.  We will once again be distributing garbage bags and assigning specific areas to be cleaned, commencing at 9:30 A.M. in the mall parking lot. We invite all residents to participate in the clean up and join us for the BBQ, children’s games, and silent auction which will commence at 11:30 A.M. at Island Shore Park. Once again this year, the Royal Bank, Southdale Branch, is our major sponsor and their staff are volunteering to cook the hot dogs.

Barb Lindsay has been our co-ordinator for the past number of years and with her enthusiasm and dedication the event has grown. Barb has moved on due to other interests and we thank Barb for her contribution and wish her well in her new volunteer endeavours.

David Bilyk has replaced Barb as the chair of our Weeds and Sanitation Committee and is co-ordinating and organizing the event this year.  Should you have any questions, suggestions, and or wish to volunteer to assist with the organizing and running of the event, please contact Dave at 253-1082.

We have many contributors to the BBQ and the silent auction event and we would like to thank the following for their donations last year and are hopeful they will continue with their generous support for this year. Also a big thank you to City of Winnipeg Fire and Police Services for their attendance as well as to “Thor” from the Khartum Shrine Clowns.                                       

 

We also like to thank Qualico for the use of their Party Q BBQ. 

 

We will once again be participating in the “Armorall National Car Wash Day” which just happens to coincide with our clean up and BBQ. Armorall provides all the necessary supplies, including pails, sponges, and Armorall products .  Ken Byers, proprietor of the Island Lakes Shell Station, has once again kindly offered us the space and water for the event, which we very much appreciate. 

     

Annual Meeting

Every year under the terms of our ILRG constitution, we are required to have an annual meeting following our year-end, which is Sept 30th. This past year we held our annual meeting on Oct. 27th in the Community Room of the Island Lakes School.  A good turn out of approximately 70 residents and board members were in attendance. As is the norm for our annual meeting Councillor Dan Vandal and our MLA Jack Reimer were both in attendance.  Thanks to Dan and Jack for their attendance and their kind words of encouragement they pass along to our board of volunteers. Both gentlemen are very supportive of our projects in the community. 

Chairpersons gave an annual report of their activities throughout the past year. Some of the highlights included the following:

Ø      13th Annual Spring Clean and BBQ and 6th Annual community- wide Garage Sale were once again successes and will be held again in 2004.

Ø      The 4th Annual Adopt –A- Pot program was successful although there are still flower pots available to be adopted.

Ø      Green Team for the 10th year was once again very successful. 

Ø      Island Lakes Residents’ Web site available @ www.islandlakes.org

 

 There was active discussion around First Nations’ Urban Reserves headed up by Councillor Vandal and MLA Jack Reimer as there is concern about a urban reserve being located across from Island Lakes on 59 Highway and the direct impact on our community. Councillor Vandal assured the audience that the city had not received any documentation from the band that was expressing an interest in these lands. Councillor Vandal confirmed that there couldn’t be housing as part of an urban reserve as it is meant to be a business proposition with a concrete business and economic plan. Councillor Vandal assured us that there must always be a willing seller, as expropriation is not allowed. There would also be a signed agreement between the First Nations and the City of Winnipeg. This determines the payment required in lieu of taxes for the services that would be provided by the City of Winnipeg. The urban reserve must also meet all the zoning and other bylaws of the city and land use must fall within the 20 year Winnipeg Plan.

MLA Jack Reimer advised that he had been in discussions with Qualico, the current owners of the land in question, and they had not heard from the First Nations Group reportedly interested in the land and it is their intention to develop the land themselves for additional residential lots in due course as market permits. Mr. Reimer provided those in attendance with an urban reserve 5-page handout, which outlines the background, process, effect and implications, provincial roles, and other issues. 

Councilor Vandal also gave us an overview on Taxes and the major expenditures for the City in reference to infrastructure- $200million for Red River Cleanup and the aqua duct expansion/replacement.  

Next on the agenda was the annual election of officers chaired by Mr. Reimer as has become tradition over the years. Each portfolio chair is scheduled to be up for election on alternate years and each appointment is for 2 years. Most notable changes this time were the decisions of Barb Lindsay our Sanitation and Weeds Chair, and Lorne Robinson our Land Development Chair to not stand for re-election.  These two members of the board have been part of the ILRG for some time and have made significant contributions over the years. Thank-you Barb and Lorne for a job well done!!!  You are both welcome back any time you have a few hours to spare!!!

Replacing Barb and Lorne are David Bilyk and Chuck Mrena. Welcome and we look forward to working with you.  

Brenda Bracken-Warwick offered to co-chair the Waterworks Committee to assist Jim Hoey who has been the chair since our inception in 1990.!!!  Welcome Brenda.

Memberships

Paid memberships for the year - end of Sept 30, 2003 totalled a disappointing 232 out of a possible of aprox. 1700 and also down from our all time high of 318 in 2001. This is actually down 1 from 2002 despite over 100 new homes being constructed during 2003. Year to date we have only 94 paid up memberships. We have not increased our memberships fee since 1990, which is most unusual in our lives today. What a deal!!!  One of the reasons we have not increased our membership fee is that our subdivision continues to grow each and every year, therefore we felt that our funds would continue to grow along with the size of the community.  We challenge each and every homeowner to seriously consider becoming a paid up member on an annual basis.  Consider this an investment in your community, which stays in your community, and not only enhances our community but also adds value to your property. Your board has some great ideas to enhance our community but it does require $.  These funds are used to pay for printing of this newsletter, purchasing flower pots, trees for our parks and walkways, park structures, such as the playstructures you see today, and enhancing our community. 

We appreciate your support and sincerely appreciate our local pharmacy and Tim Ramsay for helping to collect the membership fees.

Don’t forget there are Island Lakes Res. Group. Limited Edition Coffee Mugs on sale at the pharmacy for the bargain price of $5.00, taxes included.  A nice souvenir/ keep sake of Island Lakes.  No doubt these mugs will be a collector’s item and very valuable.

 

We have been very fortunate to receive 2 return airline tickets to any scheduled WESTJET destination in Canada compliments of WESTJET!!!!!!

 

The ILRG Board has decided in an effort to increase our paid memberships, that all residents paying their membership prior to July 1st,, 2004 will have their name automatically entered into a draw to be held on July 4th.  Residents who have paid their 2004 membership since Oct 1, 2004 will be included in the draw.  Memberships will be available on the day of the cleanup.  Otherwise please drop off at Island Lakes Pharmacy.

 

 

Block Captains

When the I.L.R.G. Inc. organized back in the fall of 1990 a block captain system was developed to ensure there was a block captain for every street in Island Lakes. Block Captain responsibilities are to represent their street or portion there of, in promoting the ILRG and our activities/projects/accomplishments to their neighbour’s, provide your board of Directors with feedback from residents, delivering ILRG newsletters etc, in addition with assisting with the annual $10.00 membership drive on their street.

Currently we require block captains for the following streets:  Arpin Bay, Blvd. De la Seigneurie (portion of), Brian Monkman, Charbonneau Cr., Coral Reef, Dockside Way, Evelyn Reese Blvd., Frigate Bay, Georges Druwe Cres., Harbour’s End, Henry Dormer, Lakeview Cove, Place Lagace, Place Marcoux, Island Park Place Condo site, in addition to new streets currently being construct namely Lands End, Captains Way, and Ebb Tide.

Construction Statistics

Our community continues to grow, 2003 was the busiest year ever in Island Lakes for new home construction. There were 117 single family housing building permits issued.  From  Jan. 1st2004 to April 30, 2004 - 64 permits have been issued!!! Looks like another record year!!!.

Mall News

The 12,000 sq ft. extension of our Mall is finally a reality with businesses  currently occupying or preparing to move in. Contractors are in the process of adding the finishing touches.

Congratulations to Island Lakes Dental Centre, Snips ‘n’ Shears, and Windsor Video on their move to new premises.

Welcome to the Island Lakes Natural Care Centre.

Congratulations to Marquis Dance Academy on their expansion.

Your Island Lakes Board was consulted by the developers of the mall prior to finalizing their plans to get our agreement on the structure and what it would look like.  We have requested that their be a low fence constructed along Tidal Cove in addition to some trees and bushes.  This will be completed this summer.

The developers are also planning to do some cosmetic upgrades to the existing building, which includes changes to the facade and complete painting of the entire stucco area.

Thank you to the developers for constructing a building that not only compliments the existing building but also enhances our community with additional services for the residents.

Developer News

In August of 2002 the owners and developers of Island Lakes, Novamet, (Messer’s Janzen and Rae) sold to Qualico Developments.  Qualico Developments now manage Novamet and are the developers of the remaining land in Island lakes.  Over the past two years your ILRG has had several meetings with the Qualico management team. We are continuously in contact with Qualico with regards to our development.  Qualico has recently acquired additional land at Pamela Road (Old John Bruce Road) and the railway crossing. Buildings were removed recently and trees have been cleared away for additional streets. This acquisition necessitated reconfiguring of some streets previously planned but not built. A Zoning Variance was applied for reducing the size of some lots down to 35 feet from the previously zoned 40 feet.. Qualico/Novamet and City of Winnipeg consulted the ILRG Board for our input prior to the City granting approval. Construction of Lands End, Captains Way, and Ebb Tide is currently in progress with lots becoming available shortly.

 

 

 

 

 

School News

The Island Lakes Community School was opened in Sept 2001 complete with a Community Room and a larger gym to accommodate adults activities,  along with attached day care facilities.  The Community Room and the enlarged gym facilities were as a result of your ILRG having a long-term vision of providing community use facilities connected to the school. We were successful in having the City of Winnipeg provide aprox. $400,000 at the same time as the school was being built, to bring these facilities to reality. The only other known shared-use agreement between the City of Wpg and a school division is currently in Whyteridge. 

The gymnasium is available approx. 3 evenings per week for city-run community activities with the Community Room being available during the day for aprox 40% of the time and every week day evening for community organized activities thru the City of Winnipeg Community Services Department (986 – 8099).  Please consult your City of Winnipeg Leisure Guide for programs offered, dates and times.

During the Sept 02 to June 03 School Year, the Community Room was temporally utilized by the school for a grade 5 classroom and City run programs were offered in nearby Shamrock School. This was the result of overcrowding at the Island Lakes School. The room was returned to the City at the end of June 2003 and is once again being utilized for its intended purpose.  

Our Community welcomes Mr. Tim Waters principal of the Island Lakes Community School, effective September 2003. 

We congratulate former principal Ms. Tanis Pshebniski on her new duties with the St. James School Division.  Thanks to Tanis for her contribution to our community during her tenure as principal.

 

Garage Sale

The 6th Annual Garage Sale was held on Sept.13/03.  It was a tremendous success!! This event is quite well known throughout the City of Winnipeg and many avid garage sale shoppers mark their calendar for this annual event.

 

The 7th Annual Garage Sale will be held once again this year on Saturday Sept. 11th. 2004.   To participate all you have to do is be ready for the sale and open your garage door at 9.00 A.M. Your ILRG takes care of bringing the shoppers!!!  We take care of the advertising in the newspaper and other media outlets along with our signs.

The ILRG asks that everyone that participates pay his or her $10.00 annual membership for the current year.  What a great bargain as advertising in the newspaper for your garage sale would most likely be in that range and you wouldn’t get the response that this community wide event receives.

Flower Pots

Many of our residents are under the misconception that the flowerpots that beautify our community are maintained by the City of Wpg. They are not!!

 

Our flower pots looked outstanding last year because residents took the time and initiative to plant them…Your ILRG continues to operate this major initiative and this upcoming year will be our 5th consecutive year.

 

Our Adopt –a- Pot Program is managed by your ILRG and we are the owner of all the pots that are located along the walkways and major streets. Residents of Island Lakes as well as our Green Team, maintain them during the summer months of July and August. 

 

As this is a major undertaking by the ILRG we try to keep the Adopt-a-Pot program as simple as possible. We recommend that residents living closest to a pot adopt it.  We ask that the volunteers purchase the flowers at their own expense or share with neighbour’s, plant by June 1st or thereabouts, water, fertilize, maintain thru out the growing season, and clean the pot at the end of the season. The types of flowers you plant are left up to the adoptee as a good variety enhances our community. We assume from year to year that if you planted and maintained a pot the previous year you will continue to do so.  Should you wish to retire or are moving, please pass the torch to a new volunteer and contact Larry Officer at 254 –8261 so he will be able to make the necessary changes on the list.  This will ease the burden of Larry contacting each volunteer at the beginning of the season as well as keeping the list of volunteers updated.  Larry has each planter positioned and numbered on a master map and he will update when new information received. If you are wondering whom or if a particular planter is being looked after or more importantly you would like to adopt a pot please also contact Larry.  Many planters are currently not adopted or several volunteers look after up to 6 - 8 pots!!!! Locations that require adopting are:  First 3 Pots coming into the development on Island Shore in front of the mall, 2 pots on Place Joyal, 2 pots on the Charbonneau foot bridge, 1 pot on Island Shore opposite the school,3 pots in Lindsey Wilson Park, 2 on Chenier Walkway, 3-4 on Surfside Walkway, 1 Blvd. De La Seigneurie. 

Your ILRG was approached by Novamet Dev. Corporation, the developer of Island Lakes, in 2000 to take over the pots, as they were no longer interested in maintaining them.  Should we have not been interested they were prepared to remove them. We agreed to take over ownership and management of this project  and Novamet gifted the ILRG the pots along with a $1000 to cover start up costs in addition to a $500 grant each spring. The funds of $500. are utilized to purchase 5 additional pots each spring which are placed in the newer areas of Island Lakes, and or to replace damaged pots.

Should residents/neighbour’s decide they would like to pool their resources and purchase a pot for their street etc?  They are available for aprox cost of $125. delivered on site thru the ILRG.  A couple of streets have purchased their own being Breakwater Cove and Treasure Cove. Please contact Larry Officer at 254 8261 by May 29th to order.  We will include your order when we are ordering additional pots.

We are considering entering our community in the Winnipeg in Bloom contest.  Entries must be in by June 30th therefore we would like to get all plants planted in early June.

Please adopt-a-pot and fill it with your favourite flowers.  It goes a very long way in beautifying this lovely community of ours!!!

 

 

 

Lakes

It was great to see so many children and adults enjoying skating on the lakes this past winter. There has been some concerns with the number of articles left on the ice and, with the thaw, have sunk to the bottom of the lake.  We would ask that in the future please remove your items in sufficient time prior to spring thaw.  We like to keep our lakes clear of debris whenever possible.

 We have had concerns brought to our attention with regards to flood lights shining into neighbours’ homes. Should you be utilizing flood lights to light up your yard or the ice surface please be respectful of your neighbours and redirect.  

    

Neighbourhood Watch

Neighbours watching out for neighbours.  The most important thing is – get involved.  Crime Prevention is everyone’s responsibility and the safer communities are those where the residents are committed to crime prevention and the Neighbourhood Watch Program. Someone on your block must be designated as a block captain and 66% of the households on the block must have at least one resident attend a Neighbourhood Watch New Members meeting.    Remember: Without Volunteers - this program does not work. Get involved! Contact your local Citizens for Crime Awareness chapter or the Winnipeg Police Community Services Division at 986-6322 or at www.city.mb.ca/police.

Brian Monkman our current past chair, is our community Neighbourhood Watch contact person 256 –9315.  Brian organized a new members meeting on Nov. 17th, 2003, which was held in the Community Room of the Island Lakes Community School.  Attendance was aprox 65 residents, the largest ever for this type of meeting. Unfortunately there were not any streets that could be designated Neighbour Hood Watch Streets as they did not have 66% of the households in attendance.  Brian has organized an additional meeting for May 20th at the Island Lakes Community School (Community Room) Registration: 6:30 P.M., Meeting: 7:00 P.M. 

 

Streets

Last summer the long awaited resurfacing of Island Shore from Bishop Grandin to Huppe Bay was completed. Your ILRG had been in constant discussions with the City of Winnipeg for several years regarding the number of low spots and the breakdown of the road surface.

Streets that urgently require repair and have been under discussion with the City of Winnipeg include Waterfront Road along with the infamous dip on Island Lakes Drive by Myles Robinson and the bridge.

Our Streets and Transportation co-chairs continue to maintain an extensive list of streets, sidewalks, and walkways that require repair and/or replacement.

If you know of an area which requires repair, and would like to make sure it is on the list of streets/sidewalks requiring repairs, please contact either Terry Gallinger at 989 – 6900 or Keith Dumontet at 257-9403.

 

Speed Watch Report

Over the years we have had heard concerns about the speed of traffic on the major routes in Island Lakes. We would like to remind everyone that the speed limit is 50 kms!!!

Last July 15th and 23, MPIC summer students set up SpeedWatch equipment in Island Lakes in two different locations. The purpose was to educate drivers about their driving behaviour and to promote the SpeedWatch program..   

During the time of 5 hours, 768 vehicles passed thru the set up. Aprox 71% of the vehicles were traveling over 50 kms/hr. Average travel speed over the speed limit was in excess of 57 kms.!!!

Street Lights

If you notice a street light which is not working  (out or turning on/off)  please contact Manitoba Hydro @ 474 4990.  They will require your phone number and location of the street light in question.. Once Manitoba Hydro is aware it will fixed in a timely fashion. Please do not leave this small task to someone else. Take Action!!!

 

 

Walkway Lights

Lights along Chenier and Surfside Walkway, as well as Waterfront Park are maintained by the City of Wpg. Should you notice a problem please contact Public Works at 986 –7623.

 

Weeds and Sanitation

Our board has received several phone calls regarding garbage (mostly recycling items such as milk cartons referred to by one resident as “white torpedoes”) littering the neighborhood, especially on garbage day.  To assist in keeping our neighborhood litter free please ensure your recycling items are packed in the recycling box in such a manner which prevents the wind from blowing it about. It is recommended that you weigh down your box with the heavier items on the bottom, and crush your plastic bottles including milk containers so they are not prone to escaping your blue box.  It is also recommended that you mark your blue box with your address in permanent marker so that if it blows away, it can be returned.

 

Street Names

Have you ever wondered where the street names originated?  Novamet developed Island Lakes with a nautical theme and a number of the names are related to this theme.

Below is a list of street names and a brief history to help satisfy your curiosity.  We will also post them separately on our web site for future reference. This information was obtained from the Planning, Property and Development Department of the City of Wpg.  Should any of our readers have any updates on the streets that we missed, please contact Lindsey Wilson @ 254-6391 with the information .

 

Charbonneau Crescent: - Jean – Baptiste Charbonneau, soldier, fur trader, and mason. Born 1795 at Boucherville, Quebec, died at St. Boniface, 1883.  Worked on the construction of the St. Boniface Cathedral in 1832.

Place Berube – Napolean Berube, Publisher of Les Cloches de Saint-Boniface, an ecclesiastical and historical publication of the Diocese of St. Boniface. Mr. Berube died in March 1932.

2. Father Omer Desjardins, Oblate priest born in Marcelin, Sask., 1932 and ordained there in 1958. He served in Winnipeg, Elie, St. Francois-Xavier, St. Norbert (Villa Maria), as chaplain in the Misericordia and St. Boniface Hospitals and in administrative positions in St. Boniface (Casa Bonita)     

Gauvreau RoadPioneer family of St. Boniface. Old records for 1876 show entries for Joseph-Alfred and Adjutor Gauvreau living on rue Notre Dame.

Place Marcoux  - Submitted by the St. Boniface Historical Society in May 1984, for having significant historical value.

Place Joyal – Mr. Emile Luc Joyal settled in St. Norbert in 1900.  He was a harness maker for over 25 years. His five children, all teachers, spent a total of 108 years in the teaching profession (many of those yeas at the Boys’ School in St. Norbert).  The family lived in what is now Maison Turenne

Pauline Boutal Crescent. – Submitted by the St. Boniface Historical Society for having significant historical value.  Pauline Boutal became the director of the Cercle Moliere ( the French theatre company) in 1941 after her husband’s death. She was a painter and worked closely with author Gabrielle Roy. She was appointed a Member of the Order of Canada in 1973 for her contribution to the development and growth of French theatre in Manitoba. Her great-nephew lives in Island Lakes.

Arpin Bay – Named after Maurice J. Arpin, Lawyer

Lessard Place - No history available.

Place Corbeil – 1. Louis-Philippe Corbeil. Born in Sask. In 1918, his family returned to St. Boniface in 1920. (His father was originally from St. Boniface). He was involved with la Societe Historique du St. Boniface following the destruction by fire of the St. Boniface Cathedral in 1968. (This is quite possibly the individual La Societe had in mind when it submitted the name Corbeil to the St. Boniface Street Reserve List. 2. Father Osias Corbeil, priest born 1867 in Sainte-Scolastique, Quebec. Ordained in 1894, he came to Manitoba and became the parish priest in St. Adolphe in 1896. Father Corbeil died in April 1918.

Beaupre Bay - A long time teacher and principal at the St. Norbert Convent. Lived in the St. Norbert area after 1875 but before the turn of the century.   

Brian Monkman BayFirst Chairperson of the Island Lakes Residents Group. Currently past chair.  Brian has devoted countless hours of his personal time and continues to do so, to the ILRG and the community.  One of the first residents of Island Lakes in the fall of 1985.

Evelyn Reese Blvd.  Former city councilor for St. Boniface who was instrumental in assisting the ILRG Residents Group in forming and getting our voice heard with City Officials.

 

Green Team

The summer of 2003 was our 10th consecutive year of having a Green Team program in Island Lakes. The program will be offered again this year and we applied for 4 positions.We just received word that we have been approved for 1 position of 280 hours with work expected to commence Monday July 5th. Hourly rate of pay is $7.50. The program/position is open for students who are between the ages of 16 and 24. We prefer to employ local Island Lakes’ students. If you are interested please forward your resume to 35 Breakwater Cove or should you have any questions about the program please contact Lindsey Wilson at 254-6391. Duties include planting and maintaining flower pots that have not been adopted, painting our park benches, maintaining play areas at the playgrounds, which include raking, pulling weeds, keeping the play areas and green spaces clear of garbage, trimming trees and other misc. duties.

We were very fortunate to have had Janelle Valcourt and Rejean Beauchemin share the one position that was approved last year. They both did an outstanding job. We wish them well in their future endeavors.

One of the stipulations of the Green Team Program is that there is someone to supervise and train the successful applicants.  If you can supervise during the day in the summer months we would like to hear from you.  Please call Lindsey Wilson @ 254 – 6391 to find out more.    

 

Advertising

We continue to include advertising in out newsletter not only to assist with offset printing costs but also in an effort to assist getting the word out on services our neighbours offer to our community.  Advertising costs remain at $200.00 for a full page, $100 for a ½ page, one third page$75., $ 50. for ¼ page, and $25.00 for a business card size ad.  Artwork must be supplied.  We are limiting advertising to residents or businesses located in Island Lakes whose annual membership is paid. An inexpensive way to promote your business as every household in our development receives a copy of this newsletter, an estimated 1800 homes excluding the apartment blocks.

Did you know?

The following information is provided as a heads-up and is not intended to offend anyone or point fingers. These are areas of legitimate concern that have been brought to your ILRG board over the past 14 years.  We have researched same and provide the following:

 

Ø      Sump Pumps- City of Winnipeg by law stipulates that sump pump discharge pipes are to be place in such a fashion so the water drains away from your home and into your yard, not onto a neighbour’s property or onto the street and or sidewalk.  This past winter there were many treacherous locations on streets and sidewalks that were caused by sump pump discharge. In addition to the ice they also cause the sidewalks to crack and this is very evident in some locations. Also during the summer they also cause slippery conditions/turning the street black/ in addition to pooling on the street.  We encourage homeowners to inspect their drainage and choose an alternative measure in an effort to prevent problems. Residents who live on corner lots have in the past been given written permission from City of Wpg. to drain their sump pumps into their household sewer systems. Please visit our ILRG website and utilize the City of Winnipeg link to access the above information and or contact the Water and Waste Dept. at 986 – 5858 for assistance and or additional information.

Ø      There is a city by-law that prohibits the storage of “out of season recreational vehicles” on your driveway and or along the side of your home.  In addition there is to be only 1 additional vehicle parked on your driveway per garage stall, single garage allows only 1 vehicle, double garage 2 vehicles, triple garage 3 vehicle. This does not apply to temporary visitors. Once again please refer to the ILRG web site for the link to the City of Winnipeg by-laws.

Ø      For information or advice on weed control, identification of weeds, use of herbicides, or to register weed concerns, citizens may call the Public Works, Customer Service Center at 986-7623. It is the responsibility of property owners to destroy weeds as often as necessary to prevent growth, scattering, and ripening of weeds and weed seeds on all land within the City of Winnipeg.

 

Ø      Refuse containers along the major streets in Island Lakes are emptied by City of Winnipeg on our regular garbage days.  Should you notice they have been missed being emptied please contact 986-5858.

Ø      Refuse containers along the walkways and in the parks are emptied by Parks and Recreation during the summer months on a regular basis however during the winter months they are only emptied on an occasional basis and or on as needed basis mostly when your ILRG makes the request.

Ø      There is also a by-law that prevents the shoveling of snow from your driveway onto to the street.

Ø      Every residential lot in the development receives a tree, which is a requirement of the development agreement. This tree is planted by the developer in front of their home located on the City of Winnipeg property, which is in most cases the first 15 feet of your property from the street. Some exemptions do apply such as too close to a stop sign and or a fire hydrant. Should your tree be dead and or missing please contact Alix Butler our Forestry Chair @ 255-0221 and have the location added to the list of trees to be replaced and or planted.  Wait time for a replacement tree is aprox 3 years. Therefore the sooner we have on the list the sooner it will be replaced. Your ILRG maintains an extensive list of trees requiring replacement etc which we submit to City Forestry.

Ø      City of Wpg by-law requires that new homes have their front yards sodded within 12 months of possession date of the newly constructed home as well as the driveway approach must be finished either with concrete or interlocking bricks installed.

Ø      CPR Emerson Line, railway track between Island Lakes and Royal Wood was extensively upgraded last summer and trains are now moving much faster and traffic delays are not quite as long.

Ø      Each new house under construction requires a container on site for the trades to put their left over building materials in which help to prevent the waste material from littering our community.  These containers are at the expense of the builder and they are not to be utilized for household waste articles, which include used furniture, TV’s, etc. Klippenstein Hauling is a major supplier of these containers and they are experiencing extra costs in removing the non-builder materials.  They have requested that residents refrain from utilizing the bins and request that they call them for removal and for a very reasonable charge they will supply their services. They can be contacted @ 981 – 6492.

Ø      Berms along Bishop Grandin, Lagimodiere, and what will be Warde Ave. are public owned properties and therefore no one shall construct a fence and or a utility shed that encroaches on this property. The Berms are for the enjoyment of all and these obstacles also hinder the city in their ongoing efforts to maintain them.

Ø      When planning to construct a deck please refer to our web site to review the many restrictions in place covering location, height, distances from property lines etc.

 

Waterfront Park

Black knot disease has infected the Schubert Chokecherry Trees in this park and is quite evident.  Both City of Winnipeg Forestry Branch and  Parks have inspected and have indicated they will be pruning the trees shortly. This disease is apparently devastating to the tree. Proper pruning will extend the life of the tree however it will eventually have to be cut down. This will give the City Parks time to plan for replacements.
